Mike Harper is ALDOT’s Assistant Chief Engineer for Operations. His duties include the administration and oversight of the Bureaus of Equipment, Materials and Tests, Construction, Maintenance, and Research and Development.

The specific duties of this office include the following:

• Respond to the Chief Engineer as necessary.
• Provide technical information to the Transportation Director and Chief Engineer.
• Coordinate with the operational Bureau Chiefs and nine Division Engineers in establishing and carrying out the Department’s policies and procedures.
• Review and recommend approval of additions and deletions to contracts.
• Review and approve engineering-based changes on construction projects and maintenance work.
• Consult with road building industry to improve quality of construction methods and materials.
• Consult with road building industry on ways to improve production in contract work to improve cost effectiveness and efficiency.
