In accordance with the lawsuit filed under Title VII of the Civil Rights Act of 1994, as amended, and 42 U.S.C. § 1981 and § 1983 alleging racial discrimination in employment, Reynolds v. Alabama Highway Department, et. al., the Alabama Department of Transportation (ALDOT) established an operational unit to address the achievement of compliance with a federal mandated court order.
ALDOT established the Consent Decree Unit (CDU) to collect, analyze, and disseminate reports, data, documents and exhibits associated with the compliance of the federal imposed court order related to the Reynolds litigation. The data analysis includes, but is not limited to, reviewing the departmental activities associated with the recruitment, selection, promotion, training and overall advancement of Afro-Americans within the ALDOT workforce. Additionally, the CDU serves as a liaison with departmental divisions, bureaus, internal/external legal counsel, and the Alabama Department of Personnel regarding matters associated with the consent decree.
The CDU has the mandate to analyze departmental exhibits, as submitted by the reporting entities, to ensure conformity with the narrative statements produced by each reporting entity. He Unit is responsible for the production of an official monthly narrative report, which denotes the activities that each reporting entity has undertaken to achieve compliance with the court order. The Unit is charged with the onus of reviewing organizational charts associated with the consent decree.
The CDU conducts monthly and quarterly monitoring analysis of recruitment activities undertaken by the Hiring and Promotion’s Recruitment Section.
